    I have an existing database that I moved from a previous server.

    I chose the upgrade by dropping the application tables only

    My install stalls on the schema update

    When I do an command line install I get this:

    [RuntimeException]
    Failed migrations: Oro\Bundle\UserBundle\Migrations\Schema\OroUserBundleInstaller.

    Do I understand right: you copied only a part of the database and trying to re-install the application?
    The migrations require the oro_migration table to be there with information, which migrations have been applied and which not. You most certainly violated the integrity of the database, that’s why the UserBundle’s migrations are failing. You can look into it (Migration/) and see which table is being accessed to find out the reason for this.
    Attach more information to help you out.
